windows task manager

i have one virtual windows machine on vcenter. i am looking memory and cpu usage from windows task manager. it is true way ?

 

our users ( administrator users  ) every time using windows task manager and says we need memory and cpu . How do I convince them is right or wrong so . windows task manager performans tab is true way on virtual machines

 

and redhat linux 7 also same thing.
